The IEC White paper (Chinese Version) was Officially Released

Recently, the International Standardization Conference with the theme of "International Standardization helps the Transformation of the All-electric Society" was held in Nanjing, Jiangsu Province. During this meeting the IEC White paper (Chinese Version) was released, which is the latest achievement of China's participation in IEC work and the establishment of an international standard system for carbon peak and carbon neutrality, laying an important foundation for China to lead the formulation of international standards in the field of global carbon peak and carbon neutrality.

Tian Shihong, deputy director of the State Administration for Market Regulation, Director of the Standardization Administration and Chairman of the IEC China National Committee, pointed out that in recent years, China has actively engaged in green and low-carbon standardization work with the sustainable development goals, and constantly strengthened the top-level design and system planning of the "dual carbon" standard system. These efforts aim to support the green low-carbon transformation, to promote the development of circular economy and to promote the development of global green economy through these standards.


Improve the right of speech in international standardization


These white papers include the Chinese version of "Zero-carbon Power System with New Energy as the Main Body", "Multi-energy Intelligent Coupled Energy System" and "Multi-source Solid Waste Energy: Solid Waste Coupled Power Generation System", they serve as authoritative guidance documents to promote the development of emerging technologies and standardization in the field of "dual carbon".


The series of white papers was jointly prepared by Chinese standardization experts, led by experts from China, Germany, France, the United States, Japan, Italy and other countries. Energy enterprises such as China Huaneng, State Grid, China Southern Power Grid, as well as industry associations such as China Electrical Engineering Society, Chinese Academy of Sciences, Tsinghua University, Xi 'an Jiaotong University, Wuhan University and other universities and research institutions participated in the compilation.


As an official document issued by IEC, the white paper is written by IEC Market Strategy Bureau (MSB) experts. It is a strategic technical document developed to guide the future direction of IEC following a comprehensive study of social technology development trends and standardization needs. It is regarded as the basic and guiding document of IEC international standards. It is of great significance to lead the formulation of international standards.


The release of this white paper will help enhance China's international competitiveness in the field of zero-carbon power system, multi-energy intelligent coupled energy system, and multi-source solid waste power generation. Furthermore, it will enhance China's leading position and influence power in future international standardization work.


It is reported that up to now, China has issued a total of more than 10 white papers and related technical reports in the IEC, and has led the compilation of more than 400 international standards, becoming an important participant and active contributor in the field of international standardization. In the next five years, China will also initiate the establishment of 1-2 new technical committees in the field of low-carbon energy, and cultivate more China-led international standards in the field of carbon peak and carbon neutrality.


The all-electric society has been included in the IEC's latest strategic planning objectives


In addition to the release of the three white papers, in order to jointly promote the transformation of an all-electric society, achieve the IEC strategic objectives, and promote global sustainable development and scientific and technological innovation with international standards, the conference also put forward four initiatives, calling on all parties to take action to jointly promote international standardization and help realize the vision of a fully electrified society.


First, standardize as the driving force to accelerate the decarbonization of the energy system, promote technological innovation, promote the development of renewable energy, and provide clear guidance to all parties;


Second, strengthen communication and cooperation between IEC members and other parties, establish a closer cooperation mechanism, and promote the development and implementation of global standards according to market needs;


Third, strengthen international cooperation in standardization practice, share standardization knowledge, experience and technology, and promote learning and cooperation among all parties;


Four, work together to promote the concept and vision of the all-electric society to the public, and increase the public's understanding and awareness of the all-electric society through education, publicity and social media.


As Tian Shihong stated “at present, the concept of an all-electric society has been included in the IEC's latest strategic planning objectives. I hope that we can work together to accelerate the development of international standards for the all-electric society. The objective is to promote the application of international standards in the entire electric society, and cooperate to cultivate application-oriented standardization teams with innovative ideas to achieve mutual benefit and win-win results. We will strengthen cooperation on international standards for the whole electricity society and make greater contributions to promoting international standardization to help comprehensive social transformation and achieve sustainable development."


Actively promote the innovation of new power system standards


From the perspective of realizing clean and low-carbon transformation of energy and electricity, the new power system is a major strategic initiative proposed by the country aligning with national and international development. It represents a significant historical mission for energy transformation within the "dual carbon" framework. At the same time, it stands as a key carrier for China to achieve the goal of "double carbon".


Shu Yinbiao, the 36th chairman of IEC, academician of the Chinese Academy of Engineering and president of the Chinese Society of Electrical Engineering, said in his keynote report: "With the gradual replacement of fossil energy power generation by new energy sources, the shape and characteristics of the new power system have changed significantly. Driven by digital information technology, it will play an important role in ensuring the security of energy and power supply and achieving green and sustainable development."


Shu Yinbiao stated that the main way to build a new power system is to promote two alternatives at both ends. To achieve source end carbon reduction and terminal decarbonization, it is essential to strengthen the construction of multi-energy complementary clean energy supply system, modern power grid system, smart energy use system and national unified power market system, and actively promote the innovation of new power system technology system, industrial system and standard system.


According to Shu Yinbiao, "The new power system needs innovation from basic theory to core technology. On the other hand, relevant policy mechanisms need to be coordinated. We should give full play to the leading role of scientific and technological innovation, break path dependence, strengthen research on underlying technologies, cutting-edge technologies and disruptive technologies, step up research and development efforts, and accelerate the realization of innovative breakthroughs."
